We built 4Drive around the opposite idea. On most of our fleet, the deposit is zero. You pay for the days you rent, nothing more, and you get the keys without handing over a security block first.
This is not a marketing trick with hidden fees stapled on later. It works because we replace the deposit with three simple things: a small prepayment when you book (15-20% of the total, refundable if plans change with reasonable notice), full insurance cover on every car we hand over, and a proper walkaround with photos and a signed contract at delivery. That combination protects both sides without freezing your money for two weeks.
Where a rental agency usually protects itself against damage with your money, we protect the deal with insurance and documentation instead. If something happens - a scrape on a sandy track, a dent from a dala-dala pulling out - the insurance is already in place, and the pre-delivery photos show exactly what condition the car left in. No deposit does not mean no accountability, it means the accountability sits with the paperwork, not with your bank account.

Honesty matters more than a clean sales pitch, so here is the limit of the zero-deposit policy. On our larger vehicles - the Toyota Rush/RAV4 SUV and the Toyota Noah minivan - we sometimes ask for a small refundable cash deposit at handover, held in USD or TZS and returned in full when the car comes back in the condition it left in. This applies mainly in peak season (December-February, June-September) when these models are in short supply and replacement cost is higher.

Zanzibar is 85 km long and 30 km wide, with left-hand traffic left over from British rule and a visitor driving permit that every self-drive tourist needs - we arrange that permit and hand it over with the keys, included in the price, so it is one less form to worry about alongside the deposit question. Police checkpoints on the main roads are routine; keep the permit and your licence in the glovebox and checkpoints pass in under a minute.
The roads themselves explain part of our approach too. The main axes - airport to Stone Town to Nungwi, the east coast road - are decent tarmac, but the last mile into most beach lodges is a sandy track. A Jimny or RAV4 handles that comfortably, an Alto manages it with a careful hand. Because insurance covers the car regardless of which route you take, a no-deposit rental does not mean a nervous drive - it means driving normally and letting the paperwork do its job if something goes wrong.
